The suspect, Terrence Graham, 28, who has no fixed address, was arrested nearby and positively identified after officers responded to two indecent exposure reports and one sexual battery on March 29, the Fredericksburg Police Department said.
All three incidents involved the same man, described at the time by witnesses only as a Black man with a beard and long hair, riding a bicycle.
In the first case, police say Graham allegedly exposed himself to Girl Scouts selling cookies. A bystander told him to leave, and he rode off.
He then went to J. Brian’s restaurant, offered to help raise a flag, and grabbed an employee’s inappropriately from behind, according to investigators. He was asked to leave after requesting to speak with the employee again.
Finally, Graham was spotted at a downtown coffee shop, where he was reportedly masturbating in public next to two women and clearly visible to others.
Graham was charged with:
- Indecent exposure;
- Simulated masturbation in public;
- Sexual battery.
He is being held without bond.
